Provides one-on-one assistance to service members and annuitants explaining standard pay entitlements, answers inquiries regarding new accounts, cost-of-living adjustments methods of computation, etc.

Qualifications Applicants MUST have related financial experience AND/OR a related financial degree (examples include:
Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.
Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
Specialized
Experience:
You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the next lower grade level in the Federal service, or comparable in difficulty and responsibility if outside the Federal service.
For the GS-05:
Specialized experience is supporting the processing of financial records or transactions, such as reviewing financial information for accuracy and/or, inputting financial transactions into an automated system.
For the GS-06:
Specialized experience is reviewing and processing recurring payroll transactions, and resolving problems within payroll accounts.
For the GS-07:
Specialized experience is reviewing and processing a wide variety of payroll transactions; determining entitlements; and identifying and resolving payroll problems within automated pay accounts.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.

GS-06 Substitution of Education for

Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.
GS-07 Substitution of Education for
Experience:
One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
